The Director of Human Resources is responsible for the day to day operations of the Human Resources Department of HCHC as well as facilitating highly effective programming around recruitment, retention, performance management, HR process improvement, staff training and engagement, development of and implementation of HR policies, procedures and practices in support of HCHC's organizational mission.
The Director of Human Resources is responsible for ensuring all HR practices, programs and procedures are compliant with all HRSA, Federal, State and local regulations, rules and laws.
ESSENTIAL FUNCTIONS Human Resource Management Provides supervision for any and all staff working in the HR department reporting up through the Director of Human Resources Ensures that the Center maintains a licensed, core staff necessary to carry out all required primary, preventive, enabling and other health services.
Ensures the Center maintains a fully staffed management team appropriate for the size and needs of the Center Ensures that all staff are evaluated annually and held accountable to performance expectations as well as behavioral expectations Ensures that all personnel practices relating to recruiting, hiring, supervision, training and evaluation are adhered to, and approved by the Board of Directors Develops, implements and evaluates effectiveness of policies and procedures that promote safe working conditions, recruitment, staff orientation, leave management, retention strategies, performance management, staff engagement/feedback, benefit programming and any other guidance that affects employment within the HCHC organization.
Develops, implements and oversees employee education for the organization to include mandatory training assignments and rolling out of health stream modules or other designated system training tools.
Works closely with other leadership team members (Director of Clinical Operations; Risk and Compliance Officer, etc.
) to set All Hands training agendas and facilitates all hands education each month.
Identifies and executes manager level education and coaching on HR best practices through the leadership team forum, small group and 1:
1 sessions as deemed appropriate.
Promotes and supports a high level of satisfaction and engagement between management staff and front-line staff Attends to ongoing educational and training opportunities to ensure knowledge regarding HR management practices, rules and regulations are current and applicable to the HCHC work environment Works closely with the Strategic Leadership team to address current and forecast future HR needs in meeting the organizational mission, vision, values and strategic objectives of HCHC.
Lead HCHC's recruiting process within the context of HCHC's requirements, culture and values, as well as the on-boarding process Manage organization-wide employee communication / messaging In partnership with the Finance department, support the develop annual benefit renewals and assist with the rollout of the annual benefit renewal process Ensures management of the Bernie Portal for all employee benefit enrollment and ensures timely enrollment for annual and onboarding employee's selections, including problem solving employee benefit issues in partnership with the Finance department.
Ensures all onboarding and orientation practices and documents are in compliance with HR, Payroll and Risk and Compliances for all employees.
Lead initiatives aimed at strengthening HCHC's staff community and culture, including but not limited to training in areas of management and leadership, communication, coaching, teamwork and staff development Develop and track key HR metrics and create an HR dashboard in partnership with senior leadership, which is shared as requested with the HCHC Board of Directors and key members of the leadership team.
Strategic Vision Assists in the development and evaluation of the Strategic Plan and ensures its execution relative to HR initiatives, goals and objectives Participates on organizational committees as assigned by the Executive Director (Strategy, Leadership, Board Development and Advancement, etc.
) Promotes growth and innovation through operational initiatives and goals Identifies local, state and national trends in HR management that could affect the Health Center's operational performance and works to mitigate adverse risk Public Image and Community Relations Supports efforts to establish and maintain collaborative working relationships with other health care organizations in the service area Pursues available funding sources that augment the ability of the Health Center to meet the needs of its membership and enhance the mission, objectives and activities of the Center Serves as the principle liaison with local HR management entities and legal counsel as appropriate and applicable Responsible for a positive corporate image in the local community including with governmental agencies, health care providers, business community, vendors and partner organizations.
Requirements:
Experience as an HR professional in a growth organization with an increasing scope of responsibility.
Bachelor's degree; advanced degree in HR or Organizational Management preferred.

years of HR management experience.
A proven track record in excellence in Human Resources administration, recruiting and talent management, performance management, employee relations and communications, compensation and benefits administration and management of HR staff.
Excellent written and verbal communication skills.
Strong proficiency in Microsoft Office Suite, including Excel.
Comfortable and effective in a fast-paced, accountability-focused and mission-driven organization.
Commitment to the mission of Healthy Community Health Centers.
Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
